Superior Township Regular Meeting

October 15, 2008

The regular monthly meeting was called to order by Supervisor, Walter Hyvarinen at 7:00 p.m.

Roll Call of Board Members:  The following were present:  Walter Hyvarinen, Kathy Munson Jones, Charles Compo, and William Beaune.  Mary A. Charles was absent.

Visitors:  Frank Toms, Deb Freedman, Patty Hopper, Ken VanDusen, Bernice Scozzafave, Jessie Atkinson, Shelley White-Thomas, Marcia White, Sam White, Elizabeth Shelton, Rich Phillips, Jimmie Miller, Justin Teeple, and Randy Pesola.

Mrs. Atkinson reported that somebody is encroaching on their lot.  They took Atkinson's fence and signs down and drove on their property anyway.  Trees used to block this area but were taken out when the Scherr Plat water lines were being worked on.  The contractor was supposed to replace them and this has never been done.  The Township Board instructed Frank Toms to replace the trees.

Randy Pesola stated that the Road Commission has paved everything they planned on this year and would get others done as weather allows.

Elizabeth Shelton thanked the board for digging in and working on Superior Township's zoning ordinances.

Shelley White-Thomas stated she was at the board meeting to represent Jimmie Miller.  She said the Township Board had approved the location for Jimmie Miller's distressed vehicle transporter business at their August 8, 2008 board meeting and she requested they sign the proper paperwork that she had with her.  The board declined to do anything until an attorney had been consulted.  Motion by Kathy Munson Jones and supported by Charles Compo to consult an attorney and get back to Jimmie Miller ASAP.

Bernice Scozzafave asked what garage was being referred to in the August 8, 2008 board meeting minutes.

Motion by Charles Compo and supported by Kathy Munson Jones to adopt the agenda as presented with addition of "Water and Sewer rates" under Old Business and "Street Name for road township lagoons are on" under New Business.  Motion adopted with all members voting yes.

Motion by Kathy Munson Jones and supported by William Beaune to approve the minutes of the previous meeting dated September 10, 2008 Motion adopted with all members voting yes.

The township board received a letter (attached) from Sherry Charles about her frustration and anger at Hillcrest Cemetery the day her husband was buried.  The board decided to send a letter of apology to her.

A letter (attached) was also received from Elizabeth Shelton and Chris & Cynthia Albrough.

Old Business:

Motion by Charles Compo and supported by Kathy Munson Jones to try Brown & Brown Attorneys on current township problems and check on the cost.  Motion adopted with all members voting yes.

Motion by Charles Compo and supported by William Beaune to have Northwoods Land Surveying survey the four public accesses in Jordan Beach and the West lot corners of Lot 14 and 15 of Block 1 (4 corners total) and East corners of Lot 1 and 19 of Block 1 (2 corners total) for a total cost of $2,200.00.  Motion adopted with all members voting yes.

Motion by Charles Compo and supported by Kathy Munson Jones to decrease the base rate for sewer by $15.00 and increase the base rate for water by $15.00 for only users that are on both water and sewer.

New Business:

Motion by Kathy Munson Jones and supported by William Beaune to approve changing Superior Township's liability deductible from $100.00 to $500.00 and locking in the three year rate.  Motion adopted with all members voting yes.

Motion by Charles Compo and supported by William Beaune to approve the Zoning Board hiring a Planner to work with them on updating Superior Township's Zoning Ordinance.  Motion adopted with all members voting yes.

Charles Compo asked to be paid for the September 2008 township board meeting even though he was absent.  The date for the meeting was changed and Mr. Compo was never informed.  Motion by Kathy Munson Jones and supported by William Beaune to approve paying Charles Compo his per diem for the September 2008 board meeting.  Motion adopted with all members voting yes.

The road that extends off the curve on the Irish Line, that Superior Township's lagoons are on, needs to be named.  Kathy volunteered to take care of this.

Reports:

Supervisor's Report:

The Supervisor will be attending a rural transportation meeting at LSSU on October 17, 2008.

Motion by William Beaune and supported by Charles Compo to accept the treasurer's report as presented.  Motion adopted with all members voting yes.

Motion by William Beaune and supported by Charles Compo to pay the bills in the amount of  $176,476.49.  Motion adopted with all members voting yes.

Motion by Charles Compo and supported by Kathy Munson Jones to approve the election inspector's list for the Nov 4th election as presented.  Motion adopted with all members voting yes.
